BKU Charuni alleges massive paddy procurement scam in Haryana; demands urgent CM-level meeting

KURUKSHETRA: The Bharatiya Kisan Union Charuni has released an open letter addressed to Haryana Chief Minister (CM) Nayab Singh Saini, the Prime Minister Narendra Modi, opposition leaders, district and procurement officers, and all relevant government departments, alleging a large-scale scam in the state’s ongoing paddy procurement process.

In the detailed letter, BKU Charuni national president Gurnam Singh Charuni has accused rice millers, procurement agencies, and some officials of colluding to exploit farmers by showing paddy purchases at the government’s Minimum Support Price (MSP) on paper, while paying farmers Rs 200–300 less per quintal in cash. The union claims that most procurement agencies remain absent from mandis (grain markets), effectively leaving farmers at the mercy of rice millers.

Key allegations raise

Underpayment to farmers: The letter alleges that while official records show procurement at MSP, farmers are actually being paid several hundred rupees less per quintal. This difference, Charuni claims, is collected in cash by rice millers and agencies who later show full MSP payments in records.

Influx of Paddy from Uttar Pradesh: According to BKU Charuni, large quantities of paddy are being transported from Uttar Pradesh directly to Haryana’s rice mills. When caught, traders claim it as legitimate business, producing fabricated documents. However, if unchecked, this paddy is allegedly mixed with government-procured stock and shown as Haryana produce — a malpractice that inflates the state’s procurement figures.

Illegal import of rice instead of paddy: The union has also accused several millers of purchasing ready rice from outside the state, converting it into paddy on paper, and showing it as part of the MSP procurement process.

Manipulation of stock records: BKU Charuni has demanded immediate inspections of all rice mills to verify actual paddy stocks. The letter insists that if discrepancies are found, both the responsible officers and millers should face criminal charges. It also proposes that two representatives from the farmers’ union be included in any inspection teams.

Irregularities in gate pass system: The letter points out that earlier, mandi officials issued gate passes for procurement movement, but now DFSC (District Food and Supplies Controller) officials have taken over the process — allegedly to conceal irregularities.

Portal fraud in crop registration: Charuni alleges massive digital manipulation on the state’s crop procurement portal, claiming that paddy is being shown as sown even on non-agricultural land such as riversides, colonies, poplar, or sugarcane fields. Despite multiple departments’ supervision, these fake entries allegedly get approved. No official, the letter claims, has ever been penalized for such fraudulent registrations.

“In one year, the paddy sold in Haryana was more than double the actual production,” Chaduni wrote, calling it “a massive fraud that caused a huge loss to the government.”

Public anger rising: The BKU leader warned that farmers’ resentment is growing rapidly and could erupt anytime if corrective measures are not taken promptly. “If the situation goes out of control, all responsible officials and leaders will be answerable,” the letter cautioned.

Demand for high-level meeting: To resolve these issues, the union has sought an urgent meeting with top government officials, including CM Nayab Singh Saini and senior officers, to ensure that all farmers can sell their paddy at full MSP without exploitation.
