Highlighting The Increase In Rice Prices, KPPU Encourages Urgency In The Role Of Bulog For Market Stabilization

JAKARTA - The Business Competition Supervisory Commission (KPPU) highlighted the phenomenon of rising rice prices, both premium and medium, which now exceeds the Highest Retail Price (HET) in almost all parts of Indonesia.

Based on data from the National Food Agency (Bapanas) and the Indonesian Rice Milling Association (Perpadi), until August 2025, national rice production reached 24.95 million tons. Of that amount, Bulog only controls 17.2 percent or about 4.2 million tons, with more than 99 percent of them being the Government's Rice Reserve (CBP) stock.

The KPPU emphasized the urgency of the role of Perum Bulog in carrying out its strategic functions to maintain price stability and national rice supply.

"Although the portion of supply control is relatively low, the KPPU considers that Bulog's role is still important in influencing rice price movements in the market to be more stable," said KPPU Chairman M. Fanshurullah Asa in an official statement, Monday, August 18.

KPPU also conducts field monitoring to obtain a comprehensive picture. The survey was conducted from annealing levels, distributors, to retail markets. This research aims to identify the causes of price increases, including potential barriers in supply chains and indications of unhealthy business practices.

"KPPU hopes that the findings of this study can later become input for all stakeholders to strengthen coordination, both at the central, regional and business levels," continued Fanshurullah.

Fanshurullah emphasized that with Bulog's position as the manager of national food reserves, increasing capacity and supporting regulations is absolutely necessary. This step is expected to be able to maintain the quality of rice, keep prices affordable, while ensuring a fair business climate for all players in the food sector.

"With the strategic role of Bulog as the manager of national food reserves, KPPU assesses that increasing capacity and policy support is very necessary," he said.

Determination Of The Suspect As The Acting Rice Producer

Recently, the National Police's Food Task Force (Satgas) has announced the names of suspects in rice cases that do not comply with quality standards, especially the premium and medium categories.

Meanwhile, three rice producing companies were found guilty of committing fraud, namely PT Food Station Tjipinang (FS), PT Padi Indonesia Maju (PIM), and Toko SY.
